National Rural Utilities Cooperative Finance Corporation (CFC), a private, not-for-profit cooperative association, provides its members with a source of financing to supplement the loan programs of the Rural Utilities Service of the United States Department of Agriculture. It makes loans to its rural utility system members to enable them to acquire, construct, and operate electric distribution, generation, transmission, and related facilities. The company also provides its members with credit enhancements in the form of letters of credit and guarantees of debt obligations. It manages and funds the Rural Telephone Finance Cooperative, an organization that provides financing to the rural telecommunications industry; and the National Cooperative Services Corporation (NCSC), an organization that provides financing to the for-profit and non-profit entities that are owned, operated, or controlled by the members of CFC. NCSC, through its cooperative members, also markets a consumer loan program for home improvements and an affinity credit card program. As of May 31, 2008, the company's consolidated membership was 1,538, including 898 utility members, primarily consumer-owned electric cooperatives, 511 telecommunications members, 66 service members, and 63 associates in 49 states, the District of Columbia, and 2 United States territories. National Rural Utilities Cooperative Finance Corporation was founded in 1969 and is headquartered in Herndon, Virginia.
